Orders shipping to the US mainland are still free shipping and Duty-Free. To avoid high tariffs, the forwarder companies ship bulk packages to their warehouse in the US and pay tariffs in bulk. Then the local UPS/FedEx service will pick up your package from their warehouse and deliver it to your door, so you don't need to pay any import tariffs when receiving the package.
(For other countries, except the US, shipping is free, but you will need to pay import duties when you receive the package.)
